Heimer's passive should receive an update

First of all I want to say I don't ever play heimer, so if you main heimer and have additional/different insight, please feel free to share. I had him twice recently while playing ARAM so it got me thinking.

His passive - "grants nearby allied champions and turrets 10 / 15 / 20 / 25 / 30 health regeneration per 5 seconds."

Early game it provides about 120 health per minute, which technically adds up to quite a bit if you just sit in lane. But it simply feels no impact to the gameplay whatsoever. On the side note, why is it flat health regen? After all the changes riot did to the % regen. Looking heimer's own health regen stat, the passive provides around 90% base regen, down to 75% base regen late game, which is the same amount as item 3105 provides. IMO the passive is basically useless, since when do you depend on health regen aura to win a fight?

Looking at Heimer's pick rate for ranked, it's currently around 3.93%, which isn't the worst. As far as his power goes, I don't think he requires a buff or a nerf. When used properly his turrets and UPGRADE can completely turn the tide of a fight. While having the weaknesses of immobility and being reliant on champion/turret placement.

What I'm trying to say is it'll be nice if we can see a good change to his passive, I don't think buffing his current passive value would be good. Maybe at least change it to percentage regen. Or even better, something more impactful and interactive than boring health regen per 5. What do you think?

It counts as base health regen for Heimerdinger himself. So it's effect (only on Heimerdinger) can be increased with regen items

You say this now, but try having him as a support in a normal game sometime.

Sounds stupid, but you learn to appreciate him zoning everyone away from your gold income while you shrug off every trade like it doesn't even matter. Makes me feel like MC Hammer.
