Regarding Ekko's passive

So Ekko's passive deals damage and slows the enemy target on the 3rd auto attack/ability, if the target is a champion, then he gains that amount as movement speed as well. I'm not here to discuss whether this is underpowered or overpowered.

But um why? First of all what's the point of even having a slow on none champion targets? To slow jg camps or minions? It's barely any different from Gnar's W passive. Both deals damage and gives movement speed buff on the 3rd auto/ability. Each champion's passive usually provides the core background of the overall champion characteristic, so why would you put such a generic passive on such a unique champion.

Opens up the option for jungling builds, better again the wandering river crab, but I think the main point of it is the extra damage. Like you said, the slow isn't super relevant on minions and monsters so there's no point in not having it there. To remove it would be to say there is something inherently powerful about this in regards to non-champions.

Gnar's is more one sided and consistent. Ekko's utilizes the damage definitely since the idea is to double stack the proc with time winder then blink in and hit them for burst damage. It's there to be a combo piece in his burst, but also to help him chase and escape from enemies. And it's really his only escape to proc the speed boost/slow. Lots of cc, but that's the way to get the most distance between something and him.
