I've been wondering this since the ult changes were posted on surrender@20 (a few weeks now) and couldn't find a answer anywhere.
EDIT: Thanks, i found an answer. The CDR is multiplicative so the max you can get is 67% with 45% bonus cdr and max ult rank.

67% is the maximum Cooldown Reduction Sona can have with 45% Cooldown Reduction and Max Rank Crescendo (Ult).
45% (from Items, Runes, and Masteries) of 10 seconds would be 4.5 seconds.
40% (from Crescendo) of 5.5 seconds is 2.2 seconds.
3.3 seconds is 33% of 10 seconds
100% - 33% = 67% reduction

Bodhizapha1 voteswith 45% from items and mastery, and the 40% from the passive you can get her W to 2.88 sec cd. about half what it was before. The best part is that this cdr happens fast. So her laning phase is better.
