Think about the opportunity cost. If vayne picks up ER, what is she not buying? Vayne is one of those double zeal item adc, so ER would occupy one of the two remaining slots.
I am pretty sure any champion who weaves in abilities with auto attacks are going to benefit Lucian, Corki, Ezreal, Vayne, even Xayah
Its going to be awful on vayne.
In fact vayne is going to be trash tier with this patch, her early game is getting even worse.
