you can make it a little less safe, right now we buy it for the CD and armor pen and a little health. well,
has a little bit TOO much health for the amount If movement speed it gives to all ranges. you could also reduce the cost by 50 making it a only 900 to finish. THIS ITEM IS JUST REALLY SCARY. when you think about it in concept, it makes your heart race. you could also take off all the bonus ad instead and make it 800 gold to finish for the 20% CD
right now you're paying 150 for 25 AD which is alot, this items sense is based on building the item
and being rewarded for later with armor pen that can affect the entire enemy team. instead of building a different option,
is rewarding defensively, and rewarding aggressively in any situation that requires AD. AD is required in alot of the tactics we've discovered in the history of LOL. And because you can reduce 20% of the ENTIRE enemy teams TOTAL armor, it has the potential to give everyone INCLUDING the user 20% attack pen. this muffles the viability of other pen items in the late game. how the pen works on this item is it actually affects all 10 people like a aura giving the allied teammates more of a reason to build a raw damage item instead of a armor pen item. this compensates for the bonus 15% you would get using one to two pen items only affecting 4 out of 10 players at the highest potential, making this aura affect too influential in any fight where a stacked AD teammate is going to deal damage to more than one person, yourself included. its weaker on targets with low aoe but if you take two cleaver character then you could theoretically double the size of the 'aura,' in this context.
thinking about how the stacks wourk i came upon this as well:
you can stack 4% 6 times on 5 people. making 24% per person. so ACTUALLY the max Potential would be 120 armor for every 500 points the enemy build. so you build 500 armor against a team comp as a unit and one person can potentially reduce that to 380, which means that a wombo not only CC's you but SHREDS your armor, increasing the life steal and the damage of everyone who is building AD by 24%. so
can stun all 5 people twice, take a modest 10% of everyones health and take 24 armor from everyone adding up to a total of 140 armor from the enemy team if they all have 100 armor.
and its sheer value in the early game with the amount of stats granted are more than enough reason to purchase the item. and it also has a 10/10 effect on the game as a maximum and a 5/10* as a minimum.
