Unpopular opinion: ~5% of your health per hit is one of the weakest steroids in a burst meta

When ADCs are using items and runes that provide front-loaded burst (Stormrazor, Hail of Blades, etc.) and activating on-demand burst steroids (like Trist Q) to kill people in under a second, a steady boost like Silver Bolts is a joke until someone starts stacking health and armor, at which point it becomes a ticking timer with some actual time on it so you have an opportunity to play the game.

If the meta shifted to massively decrease front-loaded burst and give stable, consistent steroids like percent health true damage (Vayne's W, Garen's R passive, and Fiora's passive (technically, executes start with percent health true damage and then add more true damage if it isn't lethal, but that's not a steroid)) some real value, the game would be in a much better state with more opportunity for micro counterplay. 14% of your health is easier for players to deal with and devs to balance than 140% of your health.

What?

Okay, the first paragraph is a fact, not an opinion, but "the game would be in a much better state" is an opinion, so I went with that.

i just want to remind that it have a pretty high minimum damage so it's pretty effective even against low HP targets

Vayne usually maxes Q first and W second, so it's a rank 1 W from levels 2 to 7. At that point, only squishies who build no health will be getting hit by the minimum damage (50) rather than the percentage (4%), as 4% of a level 2 champ's base health would be around 25, which would be kind of garbage. Keep in mind that's every three hits, so that's an average of about 15 extra damage per hit rather than 8.

By the time Vayne starts putting more points into W (8 and up), even squishies building no health won't be taking the minimum damage. At rank 5, it's 14% every three hits. Every time. Not boosted by AD, not boosted by lethality; nothing changes it from 14%.

The more impact her W has, the healthier the interaction, because it means longer fights. Can you imagine a champion autoattacking an enemy 15-20 consecutive times rather than chunking 95% of the target's health with one spell and one auto? That'd be neat.
