Hecarim, the secret op (story as an ad main)

I dont know why it's possible to one shot an ad in the middle of his team with triforce as his only dmg item. I mean, where's the counter play when everyone is fear and your adc die in 1 second. How can a tank 1 shot a carry without kitting potential since he's coming with 700 move speed and his ulti. Why he's e is not flashable/dodgable with mobility abilities like poppy's e. Literally 1000 dmg on a squishy without counter play.
