How did Malzahar's rework ever make it into the game?

He's less fun to play as. He's less fun to play against. His new kit is not healthy (100-0 voidling cheese does not make for good gameplay and that's all he is now).

I mean come on. Why can't Riot just undo the rework? I don't think anybody who actually plays the game would mind. Riot's just too damn stubborn to do it.
