You can add any mage you want to compare. You will notice that the average cost of Anivia's abilities are by far the most expensive of any mage. Combined with the slowest projectile speed, and relatively long cooldowns, Anivia is handicapped early game. Consider that the average game length has been severely lowed the recent seasons, Anivia never has a chance to shine anymore. Her early game needs a lot of help in the form of lower mana costs on all her abilities.

That's the point. She's supposed to build tear and/or RoA.

Mana dependancy and the weak early it causes are what Anivia pays for having three great CC abilities and a Single target nuke.

She'd be fine if the rest of the game was balanced and actually had functioning strengths and weaknesses.

Weak or rarely useful abilities like Ahri W and Annie E should have low mana costs compared to Anivia 's really strong and game changing abilities.
