Can someone clarify Vel'Koz?
Does he have to get all 3 stacks on his target to apply the true damage or just one? If it's all three, how long do you have to use it, because I don't see any visual indicator.

When he gets 3 stacks of his passive, he marks a target as "researched" for 7 seconds (refreshed upon hitting them with a spell). His ult no longer applies passive stacks, but if the target is marked as researched it will deal True damage. If the target is not marked as researched, it will deal magic damage.
Got it. I hope they clarify it with a more obvious visual effect then
