What is dark seal? Like what is it strength and weekness? Is it an aggressive item than doran rings? What is the best way to maximise this item effiency?

is generally considered a more offensive mid lane item. It doesn't provide health like Doran's Ring does, but it still provides AP and a form of mana sustain. It builds into 
but is very reliant on getting stacks from kills.
Generally you take this if you are confident on getting kills and making the item worthwhile through its stack system, although some champions like Singed will take Seals for a specific strat where it is efficient.
