Add damage on Yasuo Windwall

How is it that a Jinx ult rocket or a caitlyn sniper rifle get blocked by this windwall, however, Tryndamere and Poppy can run right through it. It can stop a tidal wave but a yordle with a hammer takes absolutely no damage while standing inside of the tempest. Wind speed to stop a bullet is like 1000 feet per second. How does anyone move through that? It would make sense thematically for yasuo windwall to have a dot similar to singed poison trail. Then you can take the cooldown off his e make it like 10/9/8/7/6 the same as what it is now for unique enemies. So the cooldown max rank would be 6 seconds between dashes which is still relatively fast with a little CDR he would be able to dash ever 3-4 seconds which compared to Lucian's 14 seconds and high cooldown on dashes from other champions it makes sense.
