Additional Info on the Rune patch? Attack Speed Junglers.

So I can't find much on balancing on 7.21 coming soon and I'm a touch worried.(Admittedly I could just be blind) Sure pen and damage can be attached to early items but 10-13% attack speed? I'm not seeing anything compensating in the runes nor do I want to be shoehorned into the precision tree. Are these junglers just getting strait buffed (which I doubt) or is there something yet to be announced?

Hunters machete is getting attack speed. Its kind of weird though because some of the champs that want attack speed also start talisman also. But they are changing both of them.
