Slightly off topic, but have you ever tried to play her top? She fares better than in jungle, and you can rush Sheen, which makes her much better in the beginning.
IMO Eve has a strong early game Jungle, don't focus on farming as much as counter Jungling.
Since the Jungle buffs champs tend to get very low between farming the jungle lvl 1-6, so after you reach lvl 2 go kill the enemy Jungler, sneak right up on him while he has 50 health clearing the red or blue buff, kill him and steal the buff.
Early Jungle Eve is not hard at all.
What I usually do it get a leash for red, hunt down the wolves, get gromp while smiting him sense by this time it's off cool-down, then take over blue.

I play AD Evelynn. Not sure about anyone else, but she's much stronger AD than she is AP. I usually max E since the initial burst tends to spook people more, and I take

for even more chase potential. To me it's better for escaping with Evelynn as well. Also, early game pre 6, I like to sneak up behind all the lanes and make them pop

, you have some players that stay in lane because they saw you leave. Sneak up on them again and finish them off :) Warning: They may rage at you...It's pretty hilarious. I like rushing
early on her to snowball hard. I can't wait to try her in S5 ranked. X) I've played 19 games with her within the last 2 weeks, and I've only gone negative twice, even if they were normals. Part of playing Evelynn or any jungle role for that matter is having great map awareness. If someone on your team has a 1 on 1 fight against an enemy and loses, you should be nearby to finish off the enemy and use him/her as your means to snowball.

You want to start Red. Smite it, and get a good leash.
Level E and go to Wolves. Kite them into position first with Q while walking closer to Gromp. Once lined up use E and finish up.
Take Blue and back.
Observe your lanes.

Eve is a bit of a mess right now since she doesnt have such a clear cut set of items she should get with the exception of

Mostly it is her blue buff side start that is weak, her red buff side clears are quite good after making E apply on hit effects for the krug smite buff (so much so that I have done a full clear of all the camps without backing, though it is hard to pull off consistently, while starting blue side it is a struggle to get four camps if you want to... and you will need to if they go through with the price hike on the first
upgrade). Which is not good, because having a unpredictable starting location is how you avoid counter-jungling.
