The smallest ADC buff will make them perfectly balanced.

Give all adc's a little more health in the early game like 100hp lvl 1 and slightly higher health scaling. By level 16 have the health and scaling be the same as it is now. This will make it so adc's have a chance at least early to stay alive against all these assasins.

A pitiful 100 health will do squat moreover being an ADC is about positioning. When a team fight starts it is your job, as the carry, to figure out where the assassins are, ascertain what abilities they have up, and position yourself so it is difficult if if not impossible to get to you before getting themselves killed by you/your teammates. If you watch ADCs in the high levels of play, pay attention to what they are doing leading up to and during a team fight. One of my favorites to watch is Sneaky, I learned a lot watching him.

I do think there are some ADCs that could use some buffs, but a good majority of ADCs are just fine in the current meta and don't need such a buff.

EDIT: Also watch your own replays, see what you have missed when you were playing. Watching a replay allows you to pause and take note of things going on the map so you can better keep those things in mind the next time you have to play against an assassin.
