Does it really make a difference if it is?
I mean, if you want to climb, there is no set limit to improvement, you're just trying to be indefinitely better, so eventually if your natural talent combined with your efforts are sufficient, you'll pass through the skill wall, regardless of how artificial this wall is.
We know a thing for sure: what keeps you at your current level isn't having a grasp on players noticeably stronger who would play at your level. So, logically, if you're noticeably stronger, you'll go upward.
Don't fall in the trap of thinking "you deserve better". That's just making you think you can stop working for a better rank and that's the best way to stagnate, or worse, inadvertently lose a bit of skill and blame it to circumstances instead of focusing on how to overcome these issues.
