As the title says...
As I've seen many people AFK for no apparent reason and never return, the only way that would most likely solve the AFKing issue is an automatic demotion.
As AFKing can mean technical issues as well, the demotion will kick in if they are not back in five minutes - which may give plenty of time to resolve any technical issues you are experiencing. Remakes will not get you demoted.

True. :)
AFKing does give teams a disadvantage, which can result in a quick loss most times.

Once, my internet cut out due to an IP shift, and couldn't get back into a game for about 10 minutes. I was crushing a Talon hard in mid, too :/

I definitely know that feeling.
As much as it pains me, it can sadly effect your team greatly if you AFK. At the same time, the post below is a much better idea than mine. :)
Eedat1 votesI think it should have some sort of ramping up punishment. Punishing someone who had a legitimate issue and had to DC one time out of 100 games with a full Demotion is really harsh.
Maybe for a given time period:
1st offense: Low priority queue
2nd: -20 LP, low priority queue
3rd: -50 LP, low priority queue
4th: Automatic demotion, Chat restriction
Etc, etc
