Is Viktor really that bad...

I just watched a few YouTube video's about champions in mid and everybody said Viktor is trash at the moment... I'm silver so I'm pretty low elo but I feel he is a very good pick but now I feel it's just because I have experience with him + I'm low elo... Should Viktor be buffed or do you think he is ok?

he is a control mage control mages except for oriana are poopoo and even oriana is hard to pull off

In low elo anything works and everything is good, other people opinion in champs and what’s good doesn’t matter until high plat/low diamond. Viktor is good in the right hands and better when that person enjoys playing him
