Misdesign of Aatrox new passive

Aatrox new passive is only active when it's fully stacked, otherwise he basically doesn't have a passive. Since the stack fall off so quickly you either have to spam your spells when you get to 80% to hold it there till the fight or have to use all of them in a fight.

Since from Q,W and E can give him initially 60% so wihtout ultiamte he has to do atleast 7 autoattacks with bloodprice and without any AS to even get his passive to work without ultimate. WIth ultimate on the other hand it's much easier you can jump into two enemies and get 40% in an instant so you have after the first auto 100%.

And there is the misdesign. He is now so weak without his ultimate because he is not even able to trigger his passive when he starts the fight at 0. And the ultimate gives already AS so the ultimate triggers his own Ss aswell as his passive. You might as well just remove his passive and add everything to his ultimate.

Most Toplaner get to have easy access to their passive. Camille does one auto to get a huge and strong shield. Darius gets for every spell and auto his passive stacked up to 5. Gnar can stack his passive with every auto on creeps and keep it high. Also his passive dosen't just give him a boos but shifts his strengths. Kled starts with his passive active and can restack it with autos.

Why can't Aatrox suddenly also have his revive everytime its off cooldown like anivia and get gradually more AS as he stacks up his passive like before?
