His base stats are really good, if you land one auto attack, keep hitting, you should win most trades. Like other long ranged champs, you should feel really safe picking at turrets, always try whittling them down when you are grouped and seige-ing.
For Skills, I max skills in this order, WQER.
Sometimes if you have no idea about matchups, just look up the champion you are going against (for example "Jinx Counters") there should be a site or something that has suggested counter picks and stuff, plus other useful tidbits.
