Buying boots early to avoid his skill shots is definitely a way to go about reducing his effectiveness. Also, champions with sustain (Soraka) can help the ADC to stay in lane and farm regardless of his poke, since he can't really "All-In" you as a mage.

Get ganks, his main weakness is low CC/ability to help an ally.

Soraka.

Tanks with high cc stop him, i.e. Leona, Thresh, Taric. Support mages that have longer range like Karma, Velkoz, and Zyra can demolish him. In my opinion, you should play brand a little to get a feel for his range. (It isn't very large) In addition keep in mind that he is squishy initially and will easily die if he doesn't have his stun combo ready.

Healers like Raka and Sona will make Brand's poke not as painful.

Sona can also poke down his squishiness as well.
