Late in the lane phase, he is impossible to beat. He will poke you till your low, then he will dash in under tower, hit you with his q, proc his passive and ult away. HE'S TOO SAFE!!! He is the only champ that can tower dive with no consequence other than a long cooldown. If you say dodge his q, than how can I if he is 10 units away. It's just too safe of a kit.
Uh, if he has his Q up and you're 10 units away, that was probably a mistake on your part. If he initiated with Phase Dive, you're not slowed yet, he's next to you, and he has no more mobility. He's also squish. Figure it out.
If you're 10 units away and he HASN'T initiated with Q, well, that's the same thing as being near Riven or Nidalee or Darius or... well, most toplane champions with close range threats. If you stand near them, there's a good chance they'll hit you.
I dunno what to say. It sounds like you're not trying to counterplay at all. It's entitlement to want to be able to play the game ignorant of your opponents kit and CDs. Ever wonder why Riven players tend not to be able to play anything else?
ANYWAYS... Ekko has a respectably stable 50% win rate at all ELO brackets. My advice? Play him for a few games. He telegraphs hard.
Not so. He is fine since he has to waste his ult if his tower dive goes wrong. He isin't nearly as safe as

Have you considered CC'ing him under tower? He'll ult away after dealing no dmg and be ultless and have to play safe. Enjoy your upperhand.
His kit is VERY annoying, but if you really go hard on him without his ultimate, he is actually very squishy.
