Does the dragon scale off of AP, AD, or is it a flat amount based on game length?

Dragon Ghost's damage is a combination of flat damage that scales with game time and % current health damage that remains constant. Neither component is affected by any of Morde's stats.

Does Morde's Physical penetration apply to the dragon's attacks?

Dragon does magic once mord has it. It's so it gives him his Barrier.

It deals magic damage.

It applies magic penetration and spell effects.

No, in fact dragon loses some damage once you get it.

Will the dragon keep it's max HP% damage on hit when it is controlled? :o

I think so. I wasn't really looking at the damage it was dealing.
