Imo, Swain is the biggest culprit. Pretty much every champion's abilities (with the exception of Evelynn) make sense. Maokai throws saplings because he's a tree, Malzahar uses some generic void magic, etc... It at least applies to them. Swain? He just has a few generic spells that don't seem to be unique to him at all, apart from the two bird spells... Which, of course, clash with his supposed "Clever tactician" personality. He needs a rework, I think.
