Before you guys downvote Pole ( I gave you an upvote to set you back to +1 ) I just want to say he is correct. The champion himself had his early/mid-games nerfed in the Juggernaut rework so he could be stronger late-game. The reason he seems stronger now than he did before is due to the fact the recently released, reworked and/or recently featured items ( Black Cleaver, Dead Man's Plate, ZZ'Rot Portal, etc. ) have such great synergy with him. These same items would have synergized just as well, if not better, with the old Garen and make him just as much of a monster at all stages of the game.

Hey, news flash chief. "Press button gg." Can be said for any champion depending on how the game works. If you're too stupid to play around a champ, thats on you.
