Ranked Decay

What happens to ranked decay now? I finished in plat [EUNE], and it has been like a month since I last played, but I just played a ranked flex to reset decay, but nothing seemingly happened since it started talking about placements

Is normal ranked (and decay) frozen until the soft reset at end of preseason?

I would assume that even if it is not, it functionally is, as I can just let it decay and soft reset and my mmr is the same so after the reset it did not matter if I decayed, right?
