Does Lethality affect your armor penetration against minions? For example, I sometimes run hybrid pen. runes on certain champions to make cs'ing easier, but does this still work now that armor penetration has been changed to lethality?
Only if they have Armor, as Lethality cannot make a target's effective Armor be less than zero.
Minions do not have Armor by default, only when a Super Minion is nearby.
Lethality works exactly like armor pen. The only difference is that with lethality you get 40% of the value as flat penetration and the other 60% is based on enemy level.
e.g. 10 lethality = 4.33 pen at enemy level 1 and 10 pen at enemy level 18
