After casting W i have to wait 3 seconds to re-activate it to cause dmg? and if my shield runs out in 3 seconds i dont get the effect anymore? wtf kind of gimping game design is that? fkn Riot up to their tricks again

I believe that is called counterplay. I'd even argue it is reasonable counterplay seeing as the ability can potentially absorb 500+ damage and still deal thousands of damage. It is certainly not an easy ability to use but it is a healthy and effective ability. If you're having trouble getting it off I'd suggest trying to combo it with your other abilities. You can use it while charging his Q or Ulting to get it off easier while they're CCed. Same with his E; use the slow to disengage for a second or two.
