Why is veigar listed as a high skill cap champ?

Flash ulting or landing your huge ass stun takes a lot of skill.
As a Final Boss Veigar main, you got me with this question.
Because the champion summary pages are inaccurate as shit in a lot of aspects. Also, Veigar is fairly simple, but has a high skillcap, and struggles against actually intelligent/good players.
Because veigar actually does take skill, outside of bronze V. He is just the lord of ultimate cheese against people who cant play safe and abuse their range, or use CC. Compare to master yi: OP in bronze V, shit everywhere else.
His ranges are tiny and he is utterly useless without dumb people that walk into his E or otherwise feed, he is very vulnerable to lane bullying and anyone who outranges him (basically everyone).
That said, i have watched a friend go 27/0 with veigar against a fairly average team in - you guessed it - bronze V. People just marched forwards and got deleted by his W, without him even needing to E. They just stood their and died like minions.
I sense the salt of someone who refused to build one of these items and just avoid his stuns and dodge his W.
. Probably also the same person that shoved his lane to tower so he could safely Q farm all game. You treat
like Nasus. You zone them so they can't farm and don't take too much damage.
hes so frail and vulnerable that every wrong move results in death.
hes not hard mechanically, just positional/basics dependent. if you dont have your basics down hes going to be a liability.
