Ending the IE first all day everyday build?

SOO in order to nerf this I've thought of a solution to this item that not only restricts build paths of marksman; but it also restricts people to lane unless they're able to get gold or an objective out of the roam; this causes top lane supports to feel restricted to the jungle.*** if you changed the passive to:
