Swain's a champion that should have higher movement speed since his ultimate is in such request, not even his recommended items give proper MS (spellbinder is total garbage on him) and unless you build mobi boots you'll get a maximum of of about 380 MS (talking about tanky swain build). kinds of feel really slow hence other champions get at least 400 MS with boots
