Hextech Crafting Balance

I still don't have Hextech Crafting, wheres the balance in seeing "unable to recieve loot due to previous behavior restrictions" every game. every game. Go ahead and smite me , pull up my chat, this is ridiculous, its been like half a year and I've been mostly positive, sickenly positive sometimes, sometimes neutral, and rarely a little toxic with the "ez nerds" sometimes thrown in to a particular toxic enemy player or team. Regardless, its been several months of positive playing and I still don't have Hextech, riot pls where the balance. [zombie-brand-facepalm] At least remove the alert at every post-game screen.
