Unbelievable Queue time?

This is the first time I've ever posted on the league forums, so don't freak out if I'm putting this in the wrong spot. Anyways please just read this whole post before you guys say anything.

So I afk quite a bit, sometimes dc sometimes because I just have to handle more important things that pop up- therefore I get cracked down on by leaverbuster quite a bit. I am now in a 20 min "timeout" timer to enter queues and okay its pretty annoying. On top of that timer this happened (after waiting 20 mins to even enter the queue.) I'm not argueing about the 20 min timer, i totally deserve it, but this waiting time to enter a queue is ridiculous- I had to reset the timer (which means another 20 mins of looking at the "timeout" screen as I like to call it.) I want to know if I am supposed to be waiting this long, and if not, is riot looking into fixing this? Because it really sucks having to reset the 20 min timer again. Thanks!
