Gangplank

Can the Gameplay & Balance team please have a look at Gangplank? His kit in itself is fine but his passive is lackluster and you cant really use Q for harass because of the mana cost (even while buying flask), I wish that you would rework his passive to make it deal true damage instead of magic damage and lower his Q cost by 10 mana. Atleast that will make him more playable, because at best he's currently used against the brothers Nasus and Renekton nothing more really.
