Been playing a lot of twitch lately and noticed that if you AA someone at the edge of your ult range (850) the ult will miss if the target is moving away.

Example; I chase someone and ult i keep AAing and he leaves my AA range (850) the last AA before he left wont hit him but will hit anyone on the way.

I don't think this is a bug. I think twitch's ultimate is designed like that (a penetrating skillshot replaces the auto-attack).
