WTF is fizz?

Can we please get something done about the stupid broken fish? like his kit is ridiculous. its unfair and counter play is close to none, there needs to be some changes to cooldown/mana costs, maybe remove the sticky effect on ult so its a proper skillshot, if the champion actually required some skill to play it wouldnt be a probelm but with point and click dashes, immunity jumps, huge DOTS and the easiest "skillshot" ult in the game i think something could and should be done to balance him more.
