Surprisingly this item really only works with Soraka. Also with 15% cooldown per level glyphs - no one really needs 5% cooldown or extra mana regen thats barely noticable.
Maybe if Talisman gave your whole team extra gold on last hits, it might be viable if that means the support gets less since they're so far behind when buying this item

, every time i play zilean sup , gives 10% cdr , speed near towers , the active speed boost for team , and the tankyness of armor and hp regen , + free gold for standing , i feel its good on nearly any support, especially vs a heavy ad team, or against a heavy poke like lane, the extra hp regen is pretty good and compared to what it used to be , its a huge upgrade and worth the buy now ,
to be me before , it was only good on soraka, O3O
