Nah, he's still OP. HE won't be balanced until he reaches a 40% winrate. ^^^/s

High skillcap champion, who should be highly niche (relies on allied knockups, allied engage, tankiness, CC, and magic damage) but is chosen regardless of comp, has a poor win rate? Big surprise there...
Tell me that Yasuo's win rate is under 50%, or heck even 52%, when he has a team with champions like 
etc... on his team and I'll accept that he needs buffs.
Just because he loses with 
as his team doesn't mean he's weak.
