I think we should amend a few Champion moves in terms of base CD, like Ekko Phase Dive Fizz Playful/Trickster Teemo Blinding Dart Ziggs Satchel Charge

Anyone have ideas like this?

Teemo and Ziggs shouldn't receive any nerfs.

Satchel Charge can insta-gib Towers now, I feel there should be a slight adjustment to either the CD or the execute percentage

Satchel charge cannot be spammed to kill a tower though and the cd is long enough that if he uses it on a tower with enemies approaching that he has given up his one escape.
