will he fire another round of bullets that deal no damage but apply on-hits? Will each bullet apply on hits twice? Will the phantom Attack the main target with a normal phantom hit? I mean I realize that the odds of him ever buying it are rather low, but I'm just wondering.

I really want to know this as well. after watching a video on how krug's buff interacts (when he hits multiple targets, he does get multiple stacks on the effect) it makes me wonder if its possible for graves to apply sated to ever auto attack assuming he hits multiple targets. While I agree it seems suboptimal when compared to a bonus 25% ad for each additional bullet that hits his target, it is definitely something worth wondering.
I just tried it, like literally my last match. And I can say, without a doubt graves doesnt benefit much from getting sated over warrior. But to be totally honest I couldnt really pick up whether the phantom ghost proc'd bullets or not, as usually I would get the proc on the last shot of the 2. So just without going in a team fight doubting yourself, go warrior. the damage output and the dps is much better
