Why does the PBE exist?

So let me get this straight. As someone who play's on the pbe I see a lot of new content first. I mean that's what it's for right? So why even bother showing people new content and to let them try it out to iron out the problem's IF YOU IGNORE THEM EVERY TIME. The juggernaut patch got overwhelmingly negative opinion's and oh look it was terrible. The Pre- season was terrible and the pbe was once again ignored. Why even bother to pay to keep the PBE running if the company continue's to ignore everything they say. At this point it feel's like the company doesn't care about the game more about the money (Hi 10-cent) This game use to be great. I could get on and I could ban 1 or 2 champ's and not have to worry about something obnoxious getting through. Now there are so many busted champ's I can't ban them all. At this point just shut down the PBE. Or fire ghostcrawler. I prefer the second one.
