They all kill your enemies with cancer. So build whatever.
My preferred Teemo is a duelist for split pushing, but with the Zz'rot changes my main tactic would not work anymore. Since squishies are so rare this season. I would go with a DPS build. But honestly it is hard to play Teemo currently when 
are currently all popular. Some junglers at the moment can just click on you and you will die. He is so squishy.
So if I was to bet one a Teemo build, it would be a on-hit semi-tank Teemo with a mallet.
You don't ask for advice on Teemo in the boards... you just don't. You will get bullied out by brainless bandwagonners trying (in vain) to be funny with satan or cancer jokes.
Come ask these questions on reddit/teemotalk, you will have better chances to get real, helpful advice.
