Vlad TOO OP!
Vlad is a very simple champion all you do is q stuff if you get behind that's alright buy something for spell thief and BAM OP!

I won't deny that Vlad is strong right now, he is, but he's not OP.
He's very weak before level 6, so if you pick a strong early game top laner you can kill him or force him out of lane. You do this by forcing an all-in situation. Vlad excels at poking and regenerating it back, but in a hard engage he actually doesn't really have much at his disposal.
Riven, Tryn, Rengar and Fiora are great examples of champions that can stomp him in the early game. Other examples include Wukong, J4, Cassiopeia and even Kennen.
Basically anyone who can close the gap and lay down good damage on him, or else outtrade him from range (Cassio or Kennen) have the early game advantage.
Vlad is like Nasus, if you shut him down early hes pretty garbage for a long time. If you don't shut him down and let it get to 40 minutes then he solos the entire team.
Oh no, he can sustain himself.... waaaaaaa
