Is Zoe fine?

Is it just me, or is Zoes concept what Riot has been moving away since her release? Why did LB have to be reworked in the first place when there is Annie who has always played the same? They both have short range; sure LB has displacement, but that is also what triggered Sigil onhit. Using it is a gap-closer wasn't that common unless it was W,Q,R,E. or something. I still felt there was counterplay though. The stemming aggravation comes from Zoes existence entirely. I've played this game devotedly since season one, and other than fizz, Zoe seems like an abomination. I've never had a champ annoy me so much to make me want to quit playing a role. (fizz is another LONG story that is seasons deep)

I am not claiming she is broken by any means, anti-fun would describe her better.
