remake after first blood

I joined a game and in the first 10 seconds our nidalee disconnects, and our lux gets 800+ ping, we all agree to remake at 3 min but our renekton runs top and dies before the 3 min mark, and because he gave first blood to enemies, we had to wait until 15 minutes and gave them a free game because of that. Why is that a thing? Atleast make it so the majority then has to say yes instead of half on the surrender vote.
