Well i dont know how the system goes but from what i know if your mmr is way higher than the devision ur currently in so you will jump 2 devisions instead of going for promos and i didnt. i dont know if a 1900 mmr ~ compare to 1300 ~ is not high enough but i dont know whats going on anyone have answers?

You have to win promo before you jump the divisions. If your mmr is higher than where you are, you will jump after you're promoted

nope, you still have to do the promo before you jump divisions

Because for example instead of having to do 5 promos from gold V to gold I, you could be at gold V and do one promo and then get promoted to gold I
It saves you time overall but still requires you to do promo to make sure you should be promoted

Normally you have to do a promo series for each division (i.e. gold V to gold IV is one promo, gold IV to gold III is one promo, etc.)
If your mmr (matchmaking rating) is higher than the current division you're in, you can go up more than 1 division per promo series. For example if I was in gold V but my MMR was plat V, my promo to gold IV would bring me to plat V instead of gold IV.
It lets you jump divisions so you don't have to waste time doing a promo for every division if you're skilled enough

And if you get put into plat 5 and then have more matches raising that mmr to the point where your mmr is at least 2 ranks above where you currently are, then winning the promo would bump you up 2 ranks taking into account your high mmr?

Incorrect in that you have to play the promos, but you can earn a skip while in them yes. You can earn a skip at any time you are on a win streak with an MMR+ of at least 150 (MMR inflation over the division's expectations).
The op merely had much lower MMR than he expected he did and that is the reason for his confusions.
For the op, if you are seeing more than 30 LP per win that means your MMR has reaching an inflation level of MMR+ 100. Once you start seeing better than 33 LP and are on a win streak do everything you can to keep that streak up, you are just about to earn a skip. It is possible to skip mulitiple divisions at the same time if your MMR+ is high enough.

Absolutely not, I categorically proved this is untrue last season as part of my documented series of experiments for the boards. There is no requirement to play promos at all to rank up. None. You can skip past every single promo series if you are so inclined by dodging those matches and keeping up a win streak that would get you back into promos. This has been thoroughly tested and conclusively proven by several players, myself included not even 8 months ago. If you want you could dig through the board posts to find the thread where I was providing this info and documenting it, but its a lot of work given how limited the search functions are. Bottom line, there is no need to play promos at all to earn a skip, it can be earned at any time (although in promo series this is delayed until the last match of the series is completed and can, on occasion, deny a skip that would have been earned if you lose the win streak) providing the correct conditions are met, a win streak and heavily inflated MMR+.
