Hi, Sorry for being a bit harsh but I will be straightforward, the current jungle(scuttler) change is bad, like really really really bad.
And though you are planning changes for 8.11, in my humble opinion those would not be enough. My humble opinion is revert the change to 10 exp for scuttle and reduce the timers for jungle spawn early and reduce their early exp, it would hit your main goal of lvl 3 ganking and every one would be happy.
Reasons are you have invested too much power(gold/exp) into scuttler that it becomes a new objective. An objective for the jungler which requires your team to help. And you can not expect to be on a winning/early pressure lanes every time. Usually the river fights are not 1v1, so please stop trying to force fights in the river.
Current Rift Scuttler gives gold 70 - 140 (based on level) and exp 115 - 230 (based on level), meanwhile a dragon gives Gold 25 and exp 75-300. And dragon is really hard to get, compared to a scuttler. Sure you can argue well the dragon gives buffs and gives the team who is behind exp with difference and exp to lower level team mates. But here we are talking about flat experience for one person(jungler)
Here is an example, the team mates feel the need to contest for the rift scuttler for the sake of their jungler. Now which team is behind cant even contest it, and their jungler loses so much. It makes the game more snowbally. Now in the example, let me describe the context here, we lost 4v4 early with a cheese invade (and I died). I assumed the enemy junglers pathing and start on red and get scuttle top side, their jungler does the normal clear and ganks the top and dies. Now with that information I try to do scuttler and when xin respawns he is moving like a braindead jungler towards his wraiths but their enemy bot lane spots me on the ward which they placed on the scuttle(which they would have never placed before this patch) and ask him to follow. I would have died there if their mid had a ward in botside bush of mid lane but I still had to blow up my flash with water walking rune and a plant, because my lanes were getting pushed.
It is not fair to give up this much amount of exp because your laners are behind. And now when the mid laners are taking smite mid, I am not a mid laner so I won't go into an argument that you give up alot by giving up on a summoner spell, but the point here is, it definitely fks up the jungler if enemy mid laner has a smite and he prioritizes scuttlers over his lane minions/kill-pressure/whatever.
Overall Is it healthy? No and by a long margin, no. Please Riot do not be egoistic, you don't need to be creative on things which have a simpler solution. Just lower the early exp of jungle and decrease the spawn time, it will fix the problem of junglers being level 3 while laners are level 2 and will not fk the junglers in any way. Please don't ruin the jungle, it need a nerf not complete ruining. And it's not even fun for the laners too, they are forced to leave the lane to help their junglers and if they don't their jungler gets behind and enemy jungler gets way far ahead. It's not healthy for any one who plays SR map.
