Make a leveling requirement for rank games

Im not sure if Riot is ever going to read this, but ill address Riot in this suggestion of mine.

Can you raise the max level you can get with the champions (to level 10), and can you please make rank games only available to level 3+ champions only.

I am sick of playing with people who buy champions who basically annihilated them in game, and think "damn, so, so and so is really OP, ill buy him/her and play rank with it"; automatically assuming their experts with that champ. In my time playing rank, its always the same thing that looses the game for my games (I check their account via lolking), people who have never played a game with the champion their using.

At least getting to level 3 means youve felt that champion long enough to understand the basics on how to use that certain champion.

Everyone whos actually good plays their new champion in non-ranked games first, only true noobs go leeroy jenkins status, and charge head first in ranked where ALOT of people put time and effort to get to where they are (or were).

And FYI, i do do the right thing and help other lanes after I destroy mine, but u cant be everywhere at once. Mainly, annoyed at the fact that my ranking for season 5 has been bronze 5, bronze 4, bronze 3, bronze 4, bronze 3, bronze 4, bronze 5, bronze 4, bronze 5. Ive been promoted so many times, probly more than alot of people, but bottom is bottom, so it barely matters. Atleast with this suggestion, its gonna lessen up stupid records like (more than 30 vs less than 20).
