Do Riot workers even read this suggestions?
Title says all. I hate that in some games ive played, where they have suggestion page, but nothing there at all is acknowledge...

Quite probably not. The best suggested ideas are constantly made in new threads and Riot has NEVER addressed them.
ie: votekick fuckfaces out of champ select. etc.
They do. Meddler is trying out the Veigar ult size feature right now.
A couple of the ideas around this board have already been acknowledged. You surf it enough and you can tell. Back during the old forums, you could tell they fished some ideas out of the Items and Champions sub-forums. That, or we were seriously good at predicting new changes.
Most of the ideas suggested are quite honestly never going to happen. That's what happens when a concept is flawed, or it was presented at the wrong time.
No, over 99.9% of player suggestions go completely ignored. Riot doesn't even bother looking at these boards, let alone actually listening to the players. Regardless of how many times a suggestion is posted, improved upon and re-posted. They claim they're looking for specifics, but the truth is they just don't care about player feedback at all. They change and unbalance the game based solely on their own whims and discrimination. Trust me, I've been trying to get someone, anyone to listen to me for over a year and thus far nothing has happened. The only two Rioters to ever respond did so with condescending words and a narrow-mindedness focused solely on propagandizing intentional disinformation.
