So the E nerf on Viktor is a little too much...

I was a long time Viktor user, but haven't played him in months. Decided to go with him again after hearing everyone complain about his E nerfs. He is basically unplayable, or in the very least, not competitive at all in his current state. You'd have to be completely stunned in order for the aftershock of his E to hit you; hell even the minions generally dodge it. In a wave of minions you need to stop and tank them; if you just E, they will completely walk out of the aftershock before it triggers most of the time.

What I don't understand is why they changed him in the first place. Viktor had possible counters and issues. He lacked mobility, and could quite easily be assassinated. Another champ I tried was Anivia. Her ult is also basically useless now (however I heard they are addressing it currently on the PBE).

Why does Riot keep screwing around with these champs when you have ones like Zed and Lee Sin that remain untouched for years and are STILL highly competitive in every season? Riot doesn't just touch numbers for champs like Anivia, Viktor and Swain, they just completely change entire abilities. Really wish they didn't favour champs this way.
